CPU heat issues

After installing my new cpu yesterday, I applied the thermal paste it came with and I noticed it was liquidy. I also bought a new fan but it didn't fit properly but the base thermal from the new fan also ended up getting applied with it. I took that fan out and decided to just put the stock fan in it and I was getting about 50c idle and 70c while gaming etc, eventually after a couple hours it would overheat and turned off. This happened twice so I left it alone til the next morning. I then decided to remove all the thermal and re-apply the thermal that seemed bad/liquid like(the thermal looked blotchy and was liquidy). and so I turned it on and it wouldn't even display the screen and I turned off the pc within a minute and tried taking the cpu out and it was very hot to the point where you had to let it cool down before touching it.

update: I put in my old cpu i3-4130 and used the stock fan from the i7, and it works at 35-40c, my old cpu has a different thermal paste on it and it's working fine, so is it the thermal paste that's the problem?
