External HDD: usb powered or external power for 24/7/365 usage

Should I buy a USB powered HDD or wall powered HDD to set it up permanently with my Desktop (Later on I might move thats why im considering External one)? Is there any harm in connecting a portable one permanently to the PC? Im really tight on my budget. I'll be using it to constantly read/write the various softwares for production of audio and video etc. (It'll not be merely a backup drive in anyway).
 
Solution
Usb powered consume less because its a power by usb and its more portable. When in terms of speed its nearly identical . The big difference is capacity. Usb ones mostly up to 2tb while wall powered ones up to 6tb now
