Does the base clock and/or boost clock matter when buying a new card?

Hi all, I have a question. I want to buy a new (non-reference) GTX 1080 card but I'm undecided between MSI, Asus and EVGA. I'm gonna manually overclock the new card using MSI afterburner as I did with my GTX 970 before. Does a card's base clock and/or boost clock from the factory matter if I'm going to overclock manually using MSI afterburner?

For example the Asus ROG Strix GTX 1080 card got the highest numbers compared to the other cards out of the box, however would this matter if I buy let's say an EVGA card and just overclock it manually? Would most cards end up roughly around the same numbers when overclocked manually?
