Help 860k throttle

As the thread suggest my 860k throtthles like mad but only whem oc or if i turn off turbo.Thermal margins on sotck are 35-36 and with oc are 20-25.After what i said up there i have a few questions.
1.First and more impirtantly what are safe thermal margins? because i saw in a reply on a thread here that thermal margins are set to 100C so 30C margins are 70C
2.On amd HWinfo reads the temps accurate?Because when overclock cpu0package is around 80-90.What does cpu0package read that high?
3.Are there any programs that can give accurare temps other than overdrive?

And here some helpful info:
Gpu-r7 370
Psu-High power ellemnt bronze II 600W
The oc settings i dont think are important due to the fact that the problem appears on anything past stock.

I know that the vrms on the mb aren't the best but i think they will allow me some mild oc if i dont play with voltages and i startetd thinking that the problem is the temps b/c i see a connection between cpu0 in HWinfo and overdrive basically in full load(stock) cpu0 is 37C and thermal margin 35,the sum of these is exactly 72C the max temp for the cpu,but 35C in full load is a little too low and with my ambient temp in room of 25C there is no way that is right.I start thinking that cpu0 package is right but looks a little to much.(sorry for speaking but i am not native,hope you understand what i tried to say)

The vrms are hot but nothing wow like any other that don't have a heatsink on them as for the mb chipset i don't know exactly the temp but from touching somewhere around 50.Other than that i tried put all the fans on full speed and leave the case opened with a big room fan and...cpu0 package didn't drop even by 1C.
Is possible to be a bad sensor and because of that motherboard force throttle the cpu?

They are all deactivated from default.I researched a little bit more and i saw on a post that some of the cheap motherboards force throttle and the big problem with that is amd cpus,if the mobo sensors read wrong
