It makes a rattling noise at low speeds, but nothing at higher speeds.

These two videos are exactly what happens:

I bought this second-hand so the warranty doesn't apply.

Should I try to open it up to see if its something that I can fix, or is it likely something that I can't (Like the fan blades rattling around the motor)?

Hello... Typically it will be the FAN causing the noise (only moving parts)... Yes it very easy to open an PS and replace the Fan in it... typically only 4 screws to remove the PS cover and then un-plug the fan from the circuit board.
1) measure the thickness of the FAN housing and measure mounting holes diagonally for the specs needed for new one.
2) read voltage on the FAN, typically 12vDC two wire fan is needed.

After reading this forum, I found out that its the fan that SilverStone decided to use. Its not something that's repairable without causing damage to the fan's bearing from exposure to regular air.

I could open it up and replace it with a different slim 120mm fan that meets similar specs, but I'm not going to bother as most of the time the clicking noise doesn't bother me that much. My mini ITX build with a 6600k and a 970 is still quieter than my previous (and first) build that used a mid ATX tower with an FX-8350 and two Radeon 7790's.
