I ran a .exe on my computer at the caller's advice. He claimed to be from Microsoft Windows Department.
My following boot asked me for hacker's Password. I lost access to my computer and everything therein.
Now, I can't even go back to Factory Settings. When I clicked Recovery button, I read it "might take several hours." Then a message read " ...there was a problem and the recovery failed..." not word per word.
I'm desperate, please help

This is a typical scam. The caller is NOT from Microsoft.
3 things, in this order:
1. Power off this PC
2. From a different device, change ALL of your online passwords. Do this now. Bank, Tom's, email, etc. Everything.
3. Wipe and reinstall everything on that affected PC.
