That is also a solution to your problem. With that you will have to select a data plan and hotspot device. The hotspot device will have to be near your iPad at all times.

Do you mean cellular network plans? WiFi would be your internet provider which varies by where you live. On your iPad go to Settings>Wi-Fi in there you can see any available WiFi connections.

Well assuming you do have an iPad 4 Wifi + Cellular and it is unlocked you can take it to a Verizon, AT&T, Sprint store and they can set you up with a plan. Most providers allow a customer to "bring their own device" for a new account or plan.

would you explain this to me ----->>

i foudn this on google's results provided by truconnect in big letters.

TruConnect mifi for my ipad.
The hotspot uses Sprint's physical network to get you online, so you can use it wherever Sprint 3G is available. You are charged $4.99 for every month of use, plus 3.9 cents per megabyte of usage. Including the $4.99, that means 100MB of data will cost you $8.89.

....but i seen this thing id need to have --->

MiFi is mobile internet via a cellular netwark, WiFi is Wireless internet via a central wireless router with a limited range.

A lot of carriers offer similar MiFi solutions, like Verizon (Jetpack) and AT&T (Unite Explore) using their respective networks. Check around for a data plan, Hotspot Device and price that will work for you. Also I feel like I have to say that 100mb for $8.89 is a HORRIBLE price. Truconnect offers a 1GB plan for $15 per month. That is something that is within reason.
