stuttering 4k but not on youtube

when trying to watch a 4k film clip or movie via vlc or pot player my cpu is maxed out 100%


my spec are
asus z97p
960 4gb
corsair 1100 psu
16gb ddr3 1600
i5 4690k
corsair cpu watercooling
kinston 240gb ssd
virgin 150mb bb
samsung 4k tv

this is a new install as of today updated bios and all drivers

any help would be great

It seems more of like an optimization or software problem. Dry reinstalling drivers, try getting a virus scan. Try doing s clean boot, as it may also be a program causing the CPU usage. Gaming will heavily stutter on 4K because of GPU, but since it's only movies, I think it's a program causing the usage issues.

https://wiki.videolan.org/VLC_GPU_Decoding/ have a look at activiation. is hardware acceleration enabled? 4k is a lot to decode even for a 4590k. Don't know if it the 960 handles 4k butter smoothly but it is definitely a lot stronger than your cpu. besides it 4k video decoding not 4k gaming @ryan_78. pretty sure the gtx 960 should be more than capable of doing that.

Yea I understand. Decoding and the codec are the most CPU tasking parts of it. Recording codec does a lot of damage to my gaming frames, same as 4K decoding will increase CPU usage. Any ways I did say that 960 will heavily stutter in games. As of HTPC uses, that card is fine. Even a 750ti can handle that. Oh hell a Intel integrated igpu can handle 4K at 60 hz.
