which is the cheapest and best registrar to purchase a web domain name?

Do you actually just need a domain registration or do you need registration plus hosting service? Registering a domain name doesn't give it anywhere to point to. Just says you "own" the string and can point it where you like.

GoDaddy is one of the largest registrars. That is who I have used. I don't know if they are the cheapest, but since domain registration is just a few $$$ / year I have never really cared.
