Time to Upgrade: Help me choose!

So it's that time again. I typically upgrade my video card every 2 generations or so. I'm currently running a single GTX 780 Dual FTW, which has been a good card. But I recently upgraded to 1440p and it struggles to play games the way I like (ultra graphics, 60+ FPS at all time). I'm 99% sure, it's just that it only has 3GB of memory. Either way, time to upgrade!

So the question is: To guarantee 60+ FPS at all times, on ultra settings, at 1440p, do I need to go with a GTX 1080? Or will a 1070 handle it? If the 1070 will do it, I'd rather save the money. If not, budget isn't an issue. It would just be nice to have the money to spend elsewhere if that makes more sense. :p I have absolutely zero plans to upgrade to 4K anytime in the near future. Maybe with the next generation of cards. But not now.
