I'm using amd phenom x4 9600 and a Gtx 750 ti graphics card , Will GTA V run using my CPU? If not what is the cheapest amd cpu that can run GTA V. Thanks for the reply :)

That CPU is extremely old, which you can tell by the 65 freaking nanometer design. But it has 4 cores, and runs at 2.3 GHz, so it should be fine.

REMEMBER: Working and doing well are two different things. Be prepared to do low settings on GTA V

Be prepared to have stutter, overheating AND MOST LIKELY, people at multiplayer raging at you.
Seriously OP if you have the money to get an upgrade you can try going with an i3 or i5, GTA V is CPU heavy :(
