I am thinking of getting Acer E5-572G ( i3-4000M(2x2,40ghz 3mb,8GB Ram,Nvidia GeForce 940GT). My question is will i be able to run the game on low settings with constant 100fps or more? Thank you!

Solution
maybe yes. even with lower specs, CSGO will run on the old grandma computers. they run 20-25fps on single core Celerons low sometimes. i don't see why not if its all on low. maybe it will dip a little in more intense situations, but should be still very playable, as the human eyes cant really detect something above like 40fps unless you re used to 150+ fps ever day.

"the eye can't detect above 40fps" That's utter misinformation, and your next sentence completely disproves that anyway lol. The human eye does not see in frames, and it can see the difference between up to over 1000 "fps" FYI
