Keyboard Not Working, Cannot log in to my laptop-Touchpad is also inoperable.

After recent standard windows update, my laptop keyboard and touchpad were disabled. Using a Dell 5520 Latitude with Windows 7 Professional. I am not able to Login to the computer. Is there a STEP BY STEP fix for this issue or taking it to the local Repair shop needed? Thanks. Update was done on 5/29/2016
 
Solution
This whole problem started after installing update KB3035583 from Microsoft.

Ok, my solution is as follows:
1. Shut down your computer, push and hold the power button until it powers down.
2. Turn on the power Button
3. Immediately press and hold the F8 key.
4. Arrow down and choose "Last Known Good Configuration (advanced)"
5. You should be back on your feet.

No I tried a serial keyboard... yes i have a serial port for it, I do not have a usb keyboard... I didn't spill anything on it, oh.. and by the way... The keyboard will work in the BIOS setup so I know the keyboard and touchpad mouse are operable, but once it goes to the Login Screen, neither works... even in Safe Mode.
