Can CPU speed drop over time?

I've been playing a game (Dragon Age Inquistiton) even though I apparently do not meet the necessery system requirements. My CPU speed is not enough to handle it but I finished the game without any trouble several times. Without lowering the graphics too. Only now, about two years later, it started giving me troubles while playing.
I did not check my requirements back then, it was a brand new gaming pc. Is it possible for the CPU speed to drop over time or is there a different issue?
I'm not an expert but I know a few things and this doesn't make any sense to me.


processor: Intel(R) Cote(TM) i5-4210U CPU @ 1.70GHz 2.40 GHz
(required: AMD quad core CPU @ 2.5 GHz; Intel quad core CPU @ 2.0 GHz)

everything else meets at least the minimum requirements

The CPU frequency (speed) does not change over time!

What does happen over time is that more and more unwanted (PUPs) programs will clog up the system. Some programs will also be in the "Startup Folder" - These things will slow down computers.

You can download and run "CCLEANER" - After that download and run "WHATINSTARTUP" - Carefully disable (not delete) unnecessary startup programs that you don't need right away. If unsure, leave them alone.
