Windows 8.1 setup problem!

typically this issue can be caused by a lack of internet connection. Windows8/8.1 had the hilariously crippling setup problem where it wouldn't set up without connecting to the internet first. Plug the computer directly into a router via an ethernet cable, don't use wifi, reboot your system, the system should start the setup process again.
