i have a gtx 750 it and a i5 4460 and 8 gb of ram ddr3 1600 can a 450w do it

In general yes 450Watts is enough as long as it's not a garbage overrated power supply.
It can run Witcher 3 but be ready to cut a lot of the settings down (depending on monitor resolution) that game is brutal on video cards.
