Getting a new mobo, question about Windows OEM (for refurbished PCs) compatibility

I am currently using a PC I built on a budget with an AMD FX 6300 CPU and an ASRock 960GM/U3S3 Motherboard with my Windows 7 OEM. I am now looking to upgrade to either an i5 or an i7 CPU, meaning I will need a new motherboard, which then means I will need a new copy of Windows.

I am seeing some copies of both Windows 7 and Windows 10 on Amazon for cheaper than others, and they say "Intended for use with refurbished PCs". I'm not really clear on what this means. Since Windows considers a new motherboard to be a new PC altogether, does this mean a copy of Windows intended for refurbished PCs would not work for my needs? Or does "intended for use with refurbished PCs" mean it's exactly meant for my situation where I just need a new copy of Windows for a PC I'm upgrading.

If it's windows OEM you bought yourself, not one that came from an actual OEM, then you yourself are the OEM, therefore are entitled to call microsoft and ask them to activate your windows on a new MB.

Thanks for the answer! But I'm a little confused still. All I know is that it was a disc copy of windows on either amazon or newegg listed as something like Windows 7 Home Premium 64bit SP1 OEM, which I bought for around $99.99. I don't understand the concept of OEM very well besides the whole "tied to your motherboard" thing. I've never heard anything about what you just mentioned, I've always read that an OEM copy was just tied to whatever motherboard you installed it on and that you had to get a new copy if you upgraded your motherboard, unlike a retail version. By the way, this is just a personal home build, I don't know if that helps.

I am aware of that, but what does "Intended for refurbished PCs" mean in terms of whether I can use that with my upgrade?
 


There are no guarantees, but you might be able to convince MS to activate it on teh new board. Normally, it's like Blackbird said, but it's worth a try. If it were a copy that caem preinstalled, no way. But like this you may have some luck.

That's not exactly what I'm asking, I already know this. What I'm asking is if this "Intended for refurbished PCs" version means it will work as the new copy of Windows I need for my motherboard upgrade, or if it's just a disc for reinstallation on the same motherboard and it won't actually give me a new activation key.
 


I'm not knowledgeable in this regard, sorry.
