Smaller case (for ~12" GPU) and should I upgrade mobo/CPU?

My current case is HUGE, and I want to downsize, but even my current case barely fits the graphics card I have (the drive bays in that area are unusable). Is there a site where you can enter specs and have cases recommended, or does anyone else have this card and are happy with their case? I'm using 2 SSD and 2 HDD at the moment, single DVD. And as a side note, would you recommend upgrading the motherboard or CPU for the set up? I realized when looking at past orders that mine are 5 years old, and I'm not up to date on what's out there, nor if it would give me a sizable boost as a computer programmer and gamer. I don't have a ton of extra cash to dish for the best of the best, but if I'm replacing the case anyways I thought it would be a good time to upgrade if it would really help performance.

Current mobo: ASRock Z68 EXTREME4 GEN3 LGA 1155 Intel Z68 HDMI SATA 6Gb/s USB 3.0 ATX

Current CPU (slightly overclocked): Intel Core i7-2600K Sandy Bridge Quad-Core 3.4GHz

I'd suggest keeping all the components intact and getting an NZXT S340 chassis. Best way to make a cheap upgrade. I would however like to stress that since the latter part of your questions deal with a lot of in depth knowledge to make your investments worthwhile, we'd need you to follow this thread and make a follow up post to help us figure out a build/quotation that is optimum for your needs and ofc a step up from what you already have.
