First of all just want to say that this is the best PC community i have fond and i thank you all for your contributions.

My PC has been playing up lately. I would switch it on , it would start and then restart and then restart even before going to the bios screen. Then i tried it a hour later then it would work fine for 10 minutes then it would repeat. I've been told it could be a windows system error and a reinstall or repair is required. I've also been told it may be the power supply even though that is etremlely unlikly as its good quality and brand new (3 weeks old)

If it's pre-boot, then it is most likely an unstable PSU. Brand name / good quality does not mean a factory part can't be/go bad. I swear by Corsair and had a stick of DDR3 go bad after 3 years (single stuck bit), but I'd still and do use their products. After 30 years in the biz, I still find PSUs still cause 70-90% of hardware failures or instabilities (doesn't apply to software issues).
