It opens command prompt just like other programs like microsoft word, google chrome or internet explorer etc...

Scan for malware with your anti-virus and Windows Defender. Last resrt5 - MalwareBytes from www.malwarebytes.org and the free version will do for now.
Let them all delete anything they find then restart.
Also, look in System Restore and see if you have a Restore Point to go back to.
