Top of PC tower getting very hot while playing The Witcher 3

I don't know what it is about this game but soon after I start playing it the top of my tower gets very hot and the heat blowing out of the rear exhaust fan is very hot as well. And the worst part is that my PC starts to emit a smell as well. I know everyone will say I have poor ventilation or weak fans but I never have this problem when playing any other new graphics heavy games. I can play Fallout 4, Dark Souls 3, GTA V and The Division for hours and my PC tower is perfectly fine. It's also a new computer and the inside of the tower is spotless, no dust buildup. I downloaded Hardware Monitor to check the temperatures on my CPU and GPU and while the game does run them hot, they're all within the safe temperature range from the research I've done on them. I've tried putting my desk fan blowing into the side of my tower but still the top stays hot and the air out of the rear exhaust. I'm just completely lost as to what is heating up so badly, if anyone has any ideas, thanks in advance!

The Witcher 3 is a very poorly coded game. It will peg the CPU at max without thinking twice, as opposed to Fallout 4 for example. That puts the Power Supply under maximum load and probably yours is ready to die.
I would replace it before takes out the motherboard and even the CPU.

So are you all saying that the PSU is bad now possibly, and since the game is poorly optimized could it have damaged the PSU? My PC is definitely a budget system, but I figured 600W would be sufficient for the hardware it's packing, but I'm more than sure it's a cheapie PSU. Should I get a more powerful one or just a 600W one from a more trusted brand? And yes that's the location of the PSU by the way, and thanks for all the help! :)
 
The game may or may not be poorly optimized, but that has nothing to do with it causing the PSU to overheat. What caused it to overheat is the fact that the game uses the CPU and GPU very heavily, while other games were not using as much of the CPU or GPU, therefor not drawing as much power.

Basically, it's not the games fault, it is the builder of the PC who is at fault for using a no named, crappy PSU.
 
300w GPU , 125w CPU - 80w rest of system.
On a game like witcher 3 which will peg 90% usage on CPU & GPU you're probly touching 500w or so at times.
Take into account how much extra heat a top mount PSU has to endure from the CPU & GPU heating the internals up too & ultimately a very good quality 650w model is really what you want in there.
