New RAM and a CPU overheating problem

This never has happened before the new RAM was inserted.
Just getting that out of the way.
So, I put in 16 gb of RAM, (Specifically, Kingston HyperX FURY 16GB Kit (2x8GB) 1866MHz DDR3 CL10 DIMM. Copied straight from the product page to avoid confusion) before realizing that my version Windows 7 only supports 16gb and that was the reason it wasn't recognizing all 24gb. HOWEVER, to find that out, I checked the BIOS, and may have touched something wrong, because I started getting a few messages about the CPU overheating. SO, I reset all the BIOS settings to the factory settings, which gave me boot device not found errors. After realizing it was because I accidently removed the SSD from the boot order, it was fixed and there were no more problems. I thought everything was fixed. However, this weekend, while I was away, I got a text from my dad saying he got the exact same errors in addition to something about the CPU fan not working. I just attempted to boot it up now, and it worked fine, but, I want to be able to figure out what was wrong instead of melting the CPU.
So, was it the RAM? Did the CPU fan just quit? Is more information needed first?

Checked with the BIOS. Iirc, when I was doing the RAM installing, it was around 70 C. Would a third party software give me something different?

I checked and the fan was still running, so probably not

--General Update--
I tried fully booting it, but it got stuck in the loading windows screen with the flag. It didn't freeze, however.

Just curious: I set the CPU fan to Turbo and now it's idling at 66 C. Is that still too high?
