Does this happen with any programs you try to install or a single one? Do you have restore points configured? Try going back to a restore point before the issue started if it happens with more than one program.

If that does not help, you can try a Repair setup, but for that you need a disk (you can make one with the Windows utility, if it works for you now). Start > All Programs > Maintenance > Create a System Repair Disk. You need to make backups and restore/repair disks before issues start, too late to worry about it after something breaks.
