this Dell had a 2032 in it, but was generating the alarm about low voltage. I purchased a new one and changed it out. I turned the machine off, unplugged it and then plugged it back in and restarted the machine. It stopped during the boot and said that the time and date was wrong, showing 12/31/2002. I reset the date and time and it booted up fine. (during this process, it also showed the keyboard and mouse being new hardware after unplugging the power. thank you for your time and assistance.
 
Solution
If you replaced the 2032 witha 2032 then you are fine. Removing the battery causes the bios to not be able to retain its settings hence the loss of Time and Date and the re-detection of peripherals it had saved.
