what is wrong with my computer frame rate

Ok so this has been happening for a while and it really annoys me. So what will happen is I will play a game, any game even the really easy for hardware games like csgo and waw, and I will be chilling with like 100 fps for a good amount of time. But Then my computer will just randomly go F*** u and drop it down to like 20 fps which is extremely annoying. I initially just thought that hey maybe my graphics card can't really handle like random things. So I then oc'd my gpu and let the mobo oc the cpu(I am lazy ok) and the same thing happens over again except higher starting fps before my computer drops it down to the 20s for like 10 seconds then back up for like a minute then back down. Then after that I decided hey maybe its my resolution like I have a 1440p monitor so maybe its just too high of a resolution so I drop that down and higher initial fps, but then the frames drop to the god damn 20s or 30s randomly still. After this I lowered all the settings and the same thing happens so long story short I really want to figure out what is going on. Specs cpu: fx-8320, gpu r9 290, mobo MSI 970 gaming, memory 8gb ddr3, psu Sentey 750 watts 80+ bronze.

What were the temps? The stock AMD coolers are not the greatest but it should be able to at least keep the cpu cool enough so that it doesn't throttle.

Yep its the cpu thanks! but the question is now what should I get some new thermal paste, add an extra fan to it, or completely get a new heat sink?
