HP HPE-510t graphics card upgrade

I tried to upgrade graphics card in my HPE-510t to PNY VCQK420-PB, but the PC didn't boot (it doesn't pass BIOS screen) after installing new card. So, I put the old card back in, went into BIOS, and disabled slot security on PCI Express slot. Now, the PC won't boot even with the old card. I took off the CMOS battery and put it back on to reset BIOS setting to get video working.

Is this notrious OEM lock of a HP PC? If so, is there a workaround? TIA

Firstly, thanks for reply.

I went through every single option of BIOS but didn't see words "secure boot" or "legacy". Unfortunately, this is the only PC I have. I bought this card from Amazon and it is supposed to be new.

Thanks again for reply. My Windows is installed in legacy mode, not UEFI mode, according to MSINFO32 command. I have to see if anyone around me can help me..
