no signal to monitor after power outage.

I built my second gaming/office pc three months ago using all new components except storage drives and a ssd for system, and the psu from my old pc.
I shut it down yesterday and went out for a couple of hours in which time there was a power cut, when I returned the damn thing wouldn't get as far as bios, well no signal to my monitor so if it did I cant tell.
I have since gone through the troubleshooting process (disconnecting everything apart from power and onboard display and a single ram stick, it seems the cpu fan is not spinning apart from that everything seemes normal the case fans and the gpu fans work leds on gpu and case work, the only other thing of note is the case power switch turns the power on but will not turn it off.
any advice would be greatly appreciated,

Thanks for the fast reply, I'm hoping it is the psu rather than the mobo or gpu, what sucks is I have ordered a surge protector just too late i guess.

Does it need to be a speaker integrated into the mobo or will headphones plugged into the audio work?
I tested with a new psu with no change so depressingly it seems likely that its a faulty motherboard is there any test to determine that?

I tried a speaker and there were no diagnostic beeps no beeps at all in fact, I unplugged everything apart from the cpu fan and case headers and 24 pin and cpu power.
The very first time I fired it up the cpu was running pretty hot because one of the stock cooler pins worked loose but that was fixed immediately. also the motherboard temps were ridiculous but I put that down to a faulty sensor, maybe the motherboard or cpu was damaged,don't suppose it would post with a knackered cpu?

I replaced the motherboard, and all seems fine. Im getting 127 degrees on auxtin1 on speedfan anyone know what that reading is?
