Is 60-65c fine?

I have a i3-4160 and is 60-65c fine? Or should i get a better fan. Just in case it's not "okay" i'll try to get a water cooling fan(just one fan, I'm on a budget). And also, what's the critical temp. for the i3-4160?
 
I'm gonna assume you are using the cheap intel cpu cooler that came with the i3. Because if the issue is fan quality than you gotta throw that one out and invest in a $20 cooler. Don't buy a water cooling one cuz it is a waste of money. A $20 cooler will keep your temps in the 40s C at most. Here is a good one:

Those temps are safe and the stock cooler is keeping the cpu within spec. No real need to get a cooler for it unless your stock cooler is loud and you just want a quieter cooler. 60-65c is safe, 50c is safe. Up to you whether you want to spend on an extra cooler for it but you don't have a heat issue.
