Your laptop uses Intel's integrated graphics. Most likely you got the message because the program you tried to run required DirectX 11. The Sandybridge Intel GPUs only support up to DirectX 10. If the program allows DX10 mode, use that. Otherwise, you probably can't run the program.
Unless you have windows update disabled, your computer should automatically download and install the latest drivers for your video card.
