Do I need a hard drive to install an OS on a new PC?

I am buying a new PC with an SSD rather than a hard drive but with no OS on the pc. I will then be buying a disk to install windows 8.1. That being said, would I need a hard drive to intall windows 8.1 on my pc or not?
