New Build: fans spin, LEDs Glow but no display and restarts after 17 seconds

New build,
i3 6300
Gigabyte GA-H170M-DH3
Corsair VS350

All new parts

Breadboarded pc with everything removed so just those three parts left
When powered on the LEDs light up, the fans spin but doesn't display anything on the onboard video and will shut off after about 17 seconds and tries to start again about 3 seconds after that after which the process repeats itself
 
Solution
So I've tried with a different PSU (corsair CX600M) and that didn't change anything, Got the exact same cycle of 17 seconds of lights and fans and then shut off with no display.

I'll send the motherboard back as I assume that's what's wrong with it but how can I tell if it's the motherboard or the processor?

There are no bent pins or anything on the processor and it's not the fan either

I've tried with 2 sticks of ddr4 and that made no difference so I removed it for simplicity's sake
With regards to tdp etc. I'm pretty sure the corsar VS350 should be enough to power an i3 6300 running on integrated graphics

I've tried again using a completely different mobo and processor and that boots fine so 'm thinking it's the mobo and processor that are shot
any way to tell which?

Well I haven't looked into it because I assumed there was no point as it wasn't displaying anything but if you say that worked for you then I might give it a go
