I recently have been getting much worse FPS than usual (100 less in Counter Strike Global Offensive, and around 40 less in Overwatch). With those average FPS drops, I also get random FPS spikes. I've done a lot of research and after originally thinking it was my GPU, I've figured it it is my CPU. Even while resting, it uses up to 70% CPU power. I should add the temperatures are pretty regular, 45 degrees celsius when resting, not too much higher (60 I think) while in game.
I downloaded MSI Afterburner, ran a benchmark with Uningine Valley, Looked in AMD settings, tried to fix an issue with Windows Defender scanning itself or something, not sure about that one
