Will the AMD FX 8350 be able to encode a 1080p video and play games like overwatch/minecraft without any FPS drops?

Using affinity for such cases is a bad idea,you can just put the encoding task to idle priority and you will loose 0 FPS while the encoding get's the maximum cpu power still available.
Work for every CPU, even duals.

I have never overclocked my CPU before, and I just installed a Corsair HI00 V2. Would you suggest that I overclock and if yes, then to what should I overclock to?
 
find a decent guide and read up before you do anything. and make up your own mind as to whether you will get any benefit from it.
if your just playing games and streaming 4.0 ghz should be enough. if your going full on editing rig then the faster you can go the better.
4.5 seems to be the typical oc for that chip but due variance in the chips you might get 4.3 or get as high as 4.7. it will depend on your sample.
and motherboard power delivery.

but like i said read up on as many oc guides as you need to. and ask questions 1s you have done some reading.
