Low fps when streaming CS:GO with OBS

So I got low fps while streaming cs:go and I tried diffferent forums but I can't find help.
I try to stream at 720p60fps but even 540p gives me low fps.

I got a 144hz monitor so I need 144+ fps.

My specs are
FX-8350 at 4GHZ (I got a massive evo cooler on it)
12gb ram (although my windows 10 says 8gb is usable.)
Radeon HD7850 2gb oc'd
Windows 10
Please help I get like 80 fps and I tried multiple settings for the stream but I just cant figure it out.

i stream cs at 37 frames a second and its smooth as butter on twitch, viewers say it looks great

I'm playing at 144+ in game too.

I have a much stronger rig than you and im not willing to try streaming 60fps because I prefer to have smooth gameplay in game.

Open the Steam Overlay and change the Streaming options to "performance" rather than "quality". It's a nonsense, but quality caps your FPS to 30, which is just not enough to play CS:GO.

EDIT:
I didnt saw you were using OBS, Still, that happens when you stream using the steam overlay. Maybe the OBS has something similar. It's worth checking I'd say.
