Will my Gigabyte GA-78LMT-USB3 Micro ATX AM3+ Motherboard be able to support the new GTX 1070 card?

Support it? Yes. But being as how it is a AM3+ socket, you are limited to AMD FX processors max. Even the FX-8370 may be somewhat of a bottleneck to the GTX 1070. But yes, if you have a suitable PSU, the board will support that card.

I think i'll go with the 600w one. what kind of CPU should I get so I won't be bottle necking the card?

As long as you stay with the AMD Platform, I don't know if that will be entirely possible using the GTX 1070. Your best chance will be with the FX-8350/8370. Those are the top two CPUs that board supports. But your FX-8320 can be OC'ed to match their specs. And if you have a good one, even higher.
Get the card if you want it that bad and see what it does as to CPU usage vs GPU usage. Then you'll have an idea if you have a bottleneck problem or not.
