Sudden network connection problems.

Ok, where to begin...

I had my pc connected via ethernet cable directly to my modem which is an all in one modem/router from xfinity. Every thing seemed to be running fine and then out of nowhere the internet connection was disconnected. After resetting the modem, unplugging, replugging, it was cycling through a loop of "identifying" and "network cable unplugged". I set a static ip address, that seemed to fix it. The next day it started this again. I updated the network adapter driver and it seemed to work. At some point I looked at the status of my connection, and noticed it was connected at 10mbps. I went to speedtest.net and sure enough was getting about 9mbps. A week ago or so a ran a speed test and was getting in the 80mbps range. I have since tried rolling back the driver, completely uninstalled the network adapter and rebooting, updating the driver again, changing the setting in the "speed and duplex" area from auto to 100mbps full and half duplex, switched cables, switched ports on the modem, putting a router between the modem and pc, no dice. Also each time I changed something it usually would have trouble and I would have to run a diagnostic on the connection to get it running It seems to be connecting well and is pretty stable now but it's still capped at 10mbps

I also connected a laptop to THE SAME CABLE and it is connected at 100mbps and gets 90mbps on speedtest.net, so that seems to rule out cables and modem. The only thing I can think of is a bad ethernet port on the mobo? I hope not because I don't really have room in my case for a NIC.

Motherboard is an hp ms-7826. xfinity modem is technicolor tc8305c.
