How can I put a cap on all devices except mine?

Between two kids on their iPads watching YouTube 24/7, Two other people with phones always connected to Wifi, Two computer's including mine always connected and in use, a blackberry playbook always on and connected, and my whole whopping 5mb/s download speed (which I don't even see that half the time) you can only imagine how terribly lagging and over frustrating it is to try to play an online game like COD. Not to mention that It takes me three eternities sometimes to load a webpage.

How can I possibly put it so I am getting 80% of the network. In my opinion the kids don't need to be stuck to their iPads all day every day 24/7 watching videos and half the devices don't have to be connected all the time (but no one knows how to flick a switch to turn it off). Besides fun and entertainment I am the only one in the household that actually makes a living from the internet and I do need as much dl speed as I can get. Trying to work with a slow internet connection is terrible and makes my temper rage.

I have IP QoS Upstream/Downstream but I am not techy that way and have no clue on how to go about setting it up/I heard it was pretty useless/I can only use my LAN address for either Upstream or Downstream.. Not both. My modem's model is Actiontec gt784wn. I have quite a few options that I have never seen before on other modems. No I don't have a router I have no need for one as I run off a Ethernet cable.

Until I can get my bills straighten away and then contact Bell to see if they can upgrade my speeds there has got to be a work around.
 
The (sad) truth is that you don't have too many options. The QoS on your router can trotlle down uploads, but not downloads - once a packed with YouTube video has come to your router, it has eaten from the bandwidth.

"Social Engineering" is your friend. Ask the kids to lower the quality of the clips they are watching. Ask other persons to avoid big downloads when you are "making the living". Things like that.
