What's the best cpu for a PLGA 775 socket?

Yes, PSU = Power Supply Unit

It will be a connector just like the one you saw going from the current HDD to the PSU. Thin and about 1/2 inch wide.
Your motherboard model is the primary limitation for you. To find out the make and modle of the board, download and install CPU-z and get the information from the "Mainboard" tab. The fastest CPU for the 775 socket is the C2Quad QX9770, but that does not mean it's compatible with your computer.

I have one of the same exact boards that you currently have, the PC that the motherboard belongs to a dell optiplex 745 correct? If so the motherboard can only accept the q6xxx era cpus, no q9650, 9550, etc, etc. The best cpu to get would be a Q6600 it's only 20 dollars on ebay and does good in almost any game.

It's actually an Optiplex 755.


 
The 8mb is a cache that it built into the CPU, which is totally different than RAM.

As for RAM though, depending on what version of Windows you are running and whether it is 32 or 64 bit, it might be advantageous to add more. With Windows XP, having 4gb is nice. For Vista or 7, 64 bit, I recommend maxing it out.

You can run Crucial Memory's system scanner to find out what you have and how much you can put in and what speed.

If you are running 32-bit Windows, 4gb is the limit. If 64-bit, you can add whatever amount the motherboard can handle.

You can add up to 8gb (4x2gb) of 1066mhz RAM in that board. With 64-bit Windows, you should have at LEAST 4gb. I suggest getting it to 8gb, it will give Windows plenty of memory for itself and to run programs in. I have an older system that I put 8gb in the same configuration you can and am running Windows 10 on it with a Core 2Quad CPU. You will be amazed of the performance difference by adding the RAM. Everything will run better/faster.

No, those are 256meg(mb), you want 2gb modules and running at 800mhz or 1066mhz. Also, for best compatability, you will want to try to get a 4 module kit, even a couple 2 module kits would be better than random modules.

You should find 4 identical ddr2 800 (PC2-6400) 2gb modules, or even ddr2 667 (PC2-5300) 2gb modules. I assume since it's a dell motherboard you will not have any options to overclock and that's pretty much the only reason you'd need ram faster than ddr2 667.

That's why it's an example, you should be able to take the information from there and find one that will ship to you. The point is to find a kit of 4 modules as they have been verified to work together and that can eliminate potential problems. Mixing RAM can cause several issues.

Also, i'm going to need an extra hard drive but I can only see one SATA cable. Is it possible to add more SATA cables?

Right now i'm putting a lot of stuff on USB's, which isn't too fun.
 


Follow the cable to the motherboard and look at the connection. If there is more than just the one, then you can connect SATA devices to each one.

You can also go with a high capacity external USB drive. I just setup a 5TB external drive for a relative.

The drive seems to go into the power supply.

The multicoloured cable laying on the drive is the cord for the drive.
