Good or Bad budget gaming pc?

This is my first time building a budget gaming PC so I need an experts opinion on this.
Intel Core i3-4370 3.8GHz Dual-Core Processor
ASRock H97M PRO4 Micro ATX LGA1150 Motherboard
Corsair 4GB (2 x 4GB) DDR3-1600 Memory
Gigabyte/Palit GeForce GTX 950 2GB Dual WindForce Video Card
Cooler Master N200 MicroATX Mid Tower Case
Cooler Master Elite Power 460W ATX Power Supply
Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer
I'd like to know if there would be any bottlenecks/incompatibility of such.I'm open to any opinions that can make this build better. My budget is around 600~700USD

Thanks for the answer, but I don't see the potential difference between Palit and EVGA excluding RAM/GHz and i'd like to keep it as cheap as possible since im a cheapskate. And if possible i'd like to know how EVGA would outperform Palit.

Oh, sorry bout that. Didn't notice it was 960 instead of a 950. Though it costs RM1069 (The actual currency I use and the price was given on GPUBoss) the total add up is quite alot. But thanks for the answer, i'll see if I can make it any cheaper without changing the GPU and CPU.

get i5 or amd zen (Honestly I feel like 4 real core is must)
get motherboard around $60
r9 380 is better than gtx 960 but gtx 960 has little bit better power efficiency and software bottleneck. If you really want to go for i3-6100 then get gtx 960 but; i5 then I would get r9 380.
get 8 gb of ram for around $30 (get g.skill, corsair or kingston)
I recommend corsair spec 01 for the case ( Dont spend more than $50)
Get at least tier 3 psu Evga 500B is cheapest I would get; Seagate or XFX for teir 2. Evga GS for teir 1.
Get 1tb hard drive or maybe get ssd then add hard drive later
 


Gimme a lower budget to give a build.

 
ConcernedFries - taking into account you're obviously not from USA even though you asked for a build in $ (I do wish people would state their own country & currency as it saves confusion )

Your original build is good if its available & within budget to you.
What I would change is the PSU because the cm elites are poor quality.
Look at the antec VP units , they should be available to you at a similar price point.

Sorry about the confusion. I live in Malaysia, but I will/will not be ordering certain parts overseas if they are cheaper than those in my country or can't be found, so I went ahead and used USD. But if I were to give a budget using MYR it'd be around RM2300 at max. Give or take an extra RM200 being used is fine.
