my laptop does not detect the wifi signal sometimes. it shows a icon like a tower and a red cross over it. when cursor is moved over it a messege appear "local area connection not available Radio Disabled"

Solution

Find out which F1..F12 key on the keyboard has same "tower" symbol printed in blue/gray color. Pressing <fn> (the key next to <Ctrl> key) with that key enables / disables the radio.
If you have loaded standard Dell utilities, "Mobility" setting in Control Panel (or something similar) should have a button to do the same.

Try opening command prompt by going to start > Run > CMD then hit enter and type "Ipconfig /release" then type "ipconfig /renew"
Also verify that your wireless network adaptor is set to enabled. Somtimes they can be a bit wonky and turn themselves off. Also verify that you are not running any VPN's on the device as sometimes it will lock your connection down.
