Best water cooler for the money

I am building my first PC and have decided on i5-6600k. I want to overclock and want a water cooler. I have no idea on which one to pick but my case can fit 2 240mm fans. I am on a sort of tight budget.

16 gigs corsair vengeance lpx
strix r9 380x oc 4gigs
rosewill capstone 650w 80+gold
western digital 1 tb hard drive 7200rpm

It's going to be the same as any other 2x120 closed loop cooler - most of them are the exact same components made by a couple different manufacturers...just with different branding or labels.

What would be a good air cooler maybe noctua dg14 or dh15
