GTX 980 TI FPS problems

Hi everyone!

So, I built my first computer (The one I'm using right now) around Christmas, but some problems have been popping up, and I'm really confused. Right now, I have terrible FPS on everything from Chrome to just looking at my desktop.
The strange thing is that this problem only manifests when I'm using both of my monitors. If I disconnect one monitor or run a program in fullscreen mode, everything runs great

Here are my full system specs:
I7-6700k
ASUS VIII Maximus Hero
EVGA FTW GTX-980TI
Driver version 368.22 (I tried a clean install and used the DDU cleaner tool, but it only worked for a few minutes after rebooting)
16GB Ripjaws DDR4-3200
512 GB SSD
1TB HDD

My monitors are 2 HP 22cwa, one of them is connected by HDMI, the other runs on a DisplayPort to HDMI adapter

I'd really appreciate it if you guys could help me, as no one else in my family knows much about computers
 
Very suspicious. It sounds like a virus of some kind all parts should not lag in anyway shape at all. So you might be best by reinstalling Windows and do not install anything but the drivers from the manufacture website. Any driver tools can be serious virus magnets and probably not the wisest thing to do. Download the individual drivers from the Mobo and from Nvidia so you only get the updated and correct ones.

I was thinking it might be viruses, but I'm using Kaspersky and, as I said, the lag is only present when having both monitors connected.
