Does the Samsung Galaxy J3 come with the NFC S Bike sticker/tag in the package?

Exactly what the title says, I don't need many details, except if needed. But if doesn't come with the NFC sticker/tag, then how can you get it?

Don't know, I just see that it includes the sticker you were asking about. You should be able to find out if you can buy it where you are pretty easily, just look at what's for sale from the cell providers and stores.
