I have a 4 pin case fan and a 3 pin connection on my motherboard, is it possible to lower the rpm?

Yes, if the motherboard BIOS allows for voltage control of the 4-pin header. 4-pin headers control PWM fan speed by modulating the DC pulses, leaving the voltage at a constant +12v. 3-pin fans simply lower/raise the voltage. Bottom line; it will be up to the motherboard BIOS. Some allow both controls for the header, some only PWM.
