First of all there is a difference between megaBytes and meagbits; there are 8 bits in a Byte and thus there is 8 megabits for one megaByte.
Your internet provider sells packages in megabits per second because 10 megabits per second sounds bigger/faster then 1.25 megaBytes per second; while downloads typically show transfers in megaBytes per second; hence 1.25 megaBytes per second is in fact 10 megabits per second.

The other factor to remember as well is that just because your internet connection can go x speed, does not mean the server you are downloading it from can handle that. Just because you bought tires rated for up to 170 mph does not mean that your car can go that fast.

Steams servers can definitally can handle my internet, its worth over 1 billion dollars
 
As soon as the connection leaves your router or modem and goes off to your ISP, it's out of your hands and there's nothing you can do to speed it up. There could be millions of people accessing the same server simultaneously and that server, and it's own connection speed, need to handle those millions of requests.

Unless you work for Valve or know the specifications of their servers and network, you can't say what they can and can't do.

1MB = 8Mb. Megabits are not equal to MegaBytes.

Consider the following:

A Bit is a binary numeral, equal to either 0 or 1.
A Byte is a combination of 8 bits, e.g. 00100010 ( = 34 in denary)

A MegaBit is a collection of 1024 kilabits, and a Kilabit is a collection of 1024 bits.
A MegaByte is a collegtion of 8 Megabits

therefore:

One megabyte = 1 x 8 x 1024 x 1024 bytes = 8,388,608 bytes.
One megabit = 1 x 1024 x 1024 = 1,048,576 bytes.

The download speed shown in software such as Steam (or torrent applictaions) are shown in MegaBytes. Your internet speed is given in MegaBits, therefore, the speed you should expect in Megabytes is 1/8th of the speed advertised in Megabits

So a person with a 10 megabit per second connection, should expect a download speed of 10/8=1.25 Megabytes per second, assuming that one application is able to utilise the entire bandwidth. In reality, 1 megaByte per second is a reasonable download speed to obtain.

To obtain a download speed of 10 MegaBytes per second, you would need an advertised 80 MegaBit per second connection.

I know this is a lot to ingest, but it should answer your question.

TL;DR - Data speeds advertised in megabits, download speeds in Steam etc measured in megabytes, and 1 megabit = 1/8th of a megabtye, therefore your actual speed is about equivalent to your advertised speed.
