Why is my frame rate dropping to 10-15 fps after playing 20 mins?

My custom built PC has been running my games great until just yesterday. I was in the middle of an H1Z1 game (can play at around 60-80 fps) and all of the sudden my fps drops big time. It dropped so much I could not play the game. I hopped on to League of Legends and same result. My computer has always been able to run the games I have very well, at least 60 fps. It is always around the 20 minute mark I encounter this problem too. I checked to see if my CPU was overheating because that was my first guess. Everything was running around 40 degrees when using casually and around 50-60 when gaming. So no luck there. Then I restored to a previous version where I had no problems. No luck. I have no clue what else the problem could be so please leave your suggestions!

CPU: i5-4430 CPU @ 3.00GHz, 3001 Mhz, 4 Cores, 4 Logical Processors
OS: Windows 10 Home
GPU: AMD Radeon HD 7700 Series (1GB)
Memory: 8192MB RAM

Well I think i can rule that out my GPU is around 60 while playing League of Legends

UPDATE: I have found an issue where the GPU fan does not spin causing it to overheat. Any suggestions on how to get the fan to spin?

No they do not slow down. I have always been able to run games on very high and come to think of it my PC shut itself off twice yesteday

All of my drivers are updated. Why would my power supply cause frame rate drops if it had not before?

I am not recording my game play. The only things that I would have running in the background are steam, skype, razer synapse, webroot (anit-virus), and the amd gaming evolved thing my video driver gives me

My Internet would not be causing frame drops because it is good and stable. 24 Ping, 28.81 download, and 5.88 upload. My hard drive is 2TB and has 1.67 free so that does not make sense to me.

I am starting to think it is my GPU just had a game open for 10 minutes and my GPU was at 100% usage and the game was on very high and only at 20-30 fps. Remember that I could play my games on very high with very high fps. Could that be the problem?

Sense when is 24 ping high? Youtube plays video fine.

I found a problem with the GPU. The fan does not spin at all. I restarted my computer opened MSI Afterburner and played a game. It was back to how it was before the issue, high fps. But the GPU started to overheat due to the fan not working. I guess some good and bad news. Any reason that the fan on my GPU may not be spinning?

It failed. Sadly the thing was 3 years old and was not under warranty anymore. I went and got my self a Geforce GTX 750 TI and it has been working great so far. Thank you for helping me find my problem I really appreciate it.
 
Sorry to heat that. You may search on Ebay for a replacement fan, they aren't too expensive and easy to replace. You might also sell it there as is, it still has some value. Many people buy and repair broken cards. You might recoup a little of the cost of the new card.
