well, you would be fine with a 970, but if you want to get a 144hz/higher res monitor, stick with the 1070 (basically any benchmark is maxing out your gpu, you may get 5~30% boost in gameplay sometimes). board partner cards are the custom cards, like asus, gigbyte, msi, ect... normally the reference(founders edition as its called now) is the same price, so if you cant wait, you could get the reference card, but its not good at overclocking, and runs hotter, but now the founders costs more(nvidia wow much pride ( ͡° ͜ʖ ͡°) ). so i suggest waiting for the custom cards, they will be cheaper, and cooler/quieter, if you can wait.
Looks pretty good, I suggest waiting for the board partner card for the 1070, if you weren't. And I can't find anywhere what the refresh rate of that monitor is, if it's 60hz, you don't need a 1070, the 1070 pushes 100fps in most games from what I've seen, a 60hz monitor can only display 60 of all dem frames.

Thanks for the feedback! The monitor is a 60hz but I will probably end up getting a better one if I have a little extra money. I'm sticking with the 1070 even if the monitor will be 60hz because the 970 that I was planning for originally averaged around 45fps on benchmarks and the 1070 is only a small amount more expensive than the 970 so it wouldn't really hurt to get it.. Also I'm not sure what you mean by a board partner card.
