Stay with network sharing or set up a server?

Our problem is that right now we are using network sharing and we are having problems with permissions and persons not being able to see the public folder and what not. So would it be better for us to switch to a small in-house server?

we are a medium manufacturing company so we need to be able to take a program from the desktop to the server to the machine. we also need to backup client logs, receipts, .iso files for parts, 3d renders, etc.

what would need to be connected to the server:

5 desktops

8 machines (they are wired to an ethernet hub.)

2 laptops


this would have to be 24/7, I do know computer building so I can use 1 of the old desktops and wipe it to create a dedicated server, but I do not know very much about networks and server oriented software. I have heard of FileZilla and Windows server, and Linux but don't know really anything about them. we also need all the files to be backup every couple days if not every day! What I need to be done with permissions is that the owner will have access to every file while the receptionist will have access to just the tax and shipping files that she needs to write to and only be able to view other folders do not edit them, while the specialist and techs and send files to machines and edit program file to their machine only. I hope that makes sense on how the permissions need to be worked out.

Solution
If your old desktop can meet the minimum requirements, FreeNAS would be the choice for OS. Simpler than conventional Linux to administer.
