Did a fresh install of Windows 7 reinstalled everything and I noticed that all of the sudden I have screen tearing on like everything games, youtube, documents etc. I've tried various fixes that I have read like enabling vsync, vsync on adaptive, enable tripple buffering, disabled/enabled hardware acceleration, and honestly I don't know what to do anymore. Anything else that I could try?

Sounds like thermal breakdown. Check to make sure your fan is clean and working properly. Your GPU should be at around 36 degrees Celsius . You can use GPU-Z to see what your temp is at. You might need to reseal the heat sink.

Yes I made sure of that, but I may have just found the solution. I turned on Aero themes and it seems to have fixed all my issues.
