PSU or mobo failure?

I have a weird issue, pretty sure its psu fault but I'll leave it to you experts out there :)
Here is my rig:
i7 5820k + some be quiet fridge on top
Gb X99-UD4
ballistix 32gb ram (all above 6 months old)
2x samsung evo840 256GB (1yr old, smart values are fine)
evga gtx 780 (1,5 yr old?, temps are fine)
bequiet s6 700W (7yrs old)

The issue:
I have weird boot pattern: power on > beep > abrupt power off > automatic power on > boot to bios not the os.
After I reset it or exit bios normally it boots windows.
Above all, there is weird irregular buzzing until it gets to the windows, no buzzing after when idle.

I was planning on stress testing it with some 3d rendering but didnt got the time yet. Am I expiriencing PSU failure or is it something entirely different?
Any ideas? I'll be very grateful for any help.
 
Solution
Hard to tell for sure without testing. Do you have another PSU you can borrow to test in your system? If not, a new PSU may be in order anyway as they do have a definite lifespan.

Trying to get one for testing but I feel that this one is done for. I just need to be sure its the psu, it would suck If I bought a new one and the problem persisted.

Any ideas what causes this? Any tests I should run?

Well I guess thats it then as it was both gaming and heavy 3d rendering machine. Will get spare psu today and check eveything. Still would like others to pitch in their opinions, but I'll work with what I got right now. Thank you very much BadActor
